What changes have happened since 17 August 1999? Why do we have organization problem with distributing the humanitarian aid? how did it become possible that goodwill turned out to be a starting point of caos? I am sorry for those who are suffered from the earthquake in Van. On the other hand it is embarrassing to have some people who believe that this is a divine retribution.
